City Hall comprises community development, municipal court and finance departments. The city hall manages a building department that promotes public health, safety and welfare through the use and occupancy of buildings and administration of building regulations. Its finance department is responsible for accounting, budget preparation, and payroll and benefit administration. City Hall also operates a planning department that is responsible for the administration of land use and community planning activities. The city hall s parks and recreation department maintains parks covering more than 400 acres, as well as offers amenities, including playgrounds, picnic shelters, tennis courts, outdoor swimming pools, fishing lakes and ball fields. It is governed by the city of Arnold in Missouri, which was incorporated in 1972 and has a population of over 20,000 citizens.
