Frank Outlaw founded BI-LO in the Upstate of South Carolina in 1961 and expanded the number of stores to 27 in just a period of seven years. It operates a chain of more than 230 supermarkets throughout the United States, including South Carolina, North Carolina, Georgia and Tennessee. Its stores include bakery, deli, meat and pharmacy departments. In addition, some of the stores offer a range of in-store services, including DVDXpress kiosks for movie rentals, Western Union money transfers, money orders and convenience payment services.
