Dr. Fred is a Licensed Professional Counselor and Approved Supervisor. He is a National Certified Counselor and International Advanced Alcohol and Drug Counselor. He is a qualified Substance Abuse Professional, providing evaluations under USDOT guidelines for the Return-to-Duty Process as outlined in federal regulations (49CFR, Part 40).
As a qualified SAP, Dr. Fred provides accurate, timely evaluations for USDOT personnel and employees of industries that perform duties affecting public safety. Dr. Fred enjoys referrals from a large number of companies and third party administrators such as DISA Global Solutions for SAP evaluations. He also evaluates professionals such as nurses in the TPAPN program and performs forensic evaluations for civil and criminal cases involving alchol or drug related issues, and provides expert testimony when appropriate.
Dr. Fred opened his practice in 1990, following a two-year stint with the Council on Alcohol and Drug Abuse, where he was an Alcohol and Drug Counselor and an Employee Assistance Professional.
