ETA, an acronym for Eastern Technical Associates, was founded to offer environmental measurements for clients. Within a year of its establishment, the company began to conduct visible emissions training and certification on a commercial basis. Located in Raleigh, N.C., the company has supported numerous federal, state and industrial clients in opacity litigations. Tom Rose and Willie S. Lee founded ETA in 1979.
