The Indianapolis Sub District is a part of the Indiana Department of Transportation, which manages program development, program engineering, operations support, legal, freight mobility, reserach internal affairs and management information systems divisions. The Indiana Department of Transportation administers several pavement preservation programs. Its materials and tests division works to develop, inspect and test materials used to construct and maintains highways, as well as provide the direction of engineering, design, inspection and testing of construction and maintenance materials. The department also manages an office of environmental services, which is responsible for identifying and addressing environmental needs in the project development process.
